Fragiler
I found this build on the Internet and it looks interesting. If there one on this has posted before, then sorry. By the way, I have a little problem with this build: I miss 2 skills I can put . Here my stats and skill I use:
Illusion: 14
Fast Casting: 8
Domination: 10
Inspiration: 9
Fragility
Phantom Pain
Shatter Delusion
Virulence (E)
Energy Tap (or something else to get energy)
Ether Feast
I thought to put Clumsiness and Res signet because i dont really use the other skills. If you have an idea for the others slots, let me know. And another thing, what do you think about this set?

this is the old spike build which got nerfed and so is not as effective as before. But dun let me put u down, be bold and explore the possibilities, u'll be surprised at what you might find..

In the old frag build there used to be two skills missing from the build that used to be filled with whatever you wanted. I suggest arcane echo to get 2 times the virulence and something like parasitic bond. Then, cover after phantom pain, meaning any external hex removal/ boon-cop wont take you out (shatter delusions only removes mesmer hexes, or at least it used to). Then the combo is frag-pp-parasitic bond-shatter delusions-arcaneecho-virulence x 2. Power Drain and res sig are your best bets for the last two and then stats in illusion (16), then some in inspiration and whatevers left in domination and anything after that in curses. Or fast casting.

Yeah I tested the frag-pp-parasitic bond-shatter delusions-arcaneecho-virulence x 2 and I say one word: OUCH . I rather use phantom pain and shatter delusion to help the warriors to finish off quickly an opponent. Its good in PvE and so-so in PvP. But in PvP, I rather use my Illusion weapon set or my Mirror set.
I don't keep my Illusion lvl high because I mostly change my set when I'm in PvP.

the phantom pain/shatter delusion is tuff. you can add shatter enchantment as well.
drain enchantment and power drain are great to get energy back.
diversion is great
domination and inspiration are nicenicenice together

My Mirror build is domination and inspiration but it require alot of patience and timing. Anyway, I found the Fragiler is good to kill or try to get some time from healer. I mean, keeping the ennemy monk busy on himself while using some power spell (Drain, Spike or Leak) and remove enchantment (Rend enchatment, Shatter enchantment or Inspired enchantment). So keeping the ennemy to heal himself and not his team.
For those who are curious about the Mirror build, it is created to take Hex and enchantment and use it to do dmg or weaken the enemy.

It's been a while I don't play my mesmer because of the PVP Event and new classes . And I love playing the template ''Fang of Melandru'' when I am one-on-one with a assassin .
And yes, the big problem is you have the ½ of the skill slot to have support on your side. If I take Ether feast and Energy tap, this let me only 2 slot. I have tooooooooo much choice that I want to take with me. Off course Arcane echo is a good support of the Fragiler.
When the time passes, I really think to recreate my mesmer. I love Fragiler build, but I want to try more my Mirror set in PvP...... when the Event ends off course.

You can save 2 slots by just using Fragility+Enfeeble+Virulence+Epidemic.
This way you do not have to use Phantom Pain+Shatter Delusions (to get the condition)

Do that and you sacrifice up to 40% of the damage. PP+SD is an amazingly strong damage dealer for the cost and cast speed.

Generaly, energy tap and energy drain is a must for many build. With this, I use energy drain.
Yes, it costs greatly (30 energy), but in exchange of that problem, you do over than 200 dmg in 2-3 seconds (including Deep wound)
I tested in PVP during the Event. This build can brings a monk down before he begins to heal himself. It a good support, but not good as the domination. Domination needs some patience for some spells. But this build is used to deal dmg almost instantly to bring down a FOE quickly.

Fragility used to inflict 34 damage for each condition coming on and off at L16 Illusion. I used to get 8-10 second kills on the unprepared back then.

I'd go 16 illusion. The damage u deal @ 14 isnt like WOW, 16 is better already.

Fragility has been lowered in dmg since the balanced skills update. It's now 21 dmg at lvl 16

Drain enchant is one the most reliable Energy Management tools there is. Not only does it strip enchants which most mesmers should be able to, with the popularity of Boon/Prot it's practically guarenteed you'll find a someone to eat enchants off of.
When I see Energy Tap, that's a big red sign to my mes that says "POWER LEAK HERE!"

That was once a very fun build, ran it in teams with an eley smiting off an axe warrior, it took a team 3 times to stop our winning streak after designing a counter build. It was a very powerful build. The good ol' days eh.
I would really like to see someone utilise fevered dreams and epidemic abit more... see what they can come up with.

I think it would be cool to put Virulence on a necro and have the Mesmer elite be Fevered Dreams. Spread Fragility everywhere and do some mass degen on top of it.

So on and so forth.
Tagteam on a target in a clump of guys and go nuts.
Take a ranger with concussion shot for even more fun.
You could even have the Illusion mes take Arcane conundrum to make sure the conc shot lands.
